OTTO RETURNS FROM EXILE. [BY CABLE PRESS ASSN. COPYRIGHT.] (Recd. December 22, 10.30 a.m.) VIENNA, December 21. Archduke Otto and his mother, exEmpress Zita, are returning from their long exile to take up residence in the Tyrol in January. This move is reputed to have been made with the full consent of Chancellor Schuschnigg and Prince Starhemberg. Meantime, the Austrian-Hungarian monarchists are' displaying feverish activity, with a view to winning domestic opinion, and obtaining foreign moral and material support for the restoration.
