DEBTS 'DELAY “RECOGNITION.”

WASHINGTON, November 11. The discussions of President Roosevelt, Senator Hull, and M. Maxim Litvinoff, on the subject of United States recognition of the Soviet have been prolonged, due to America’s insistence on fairly substantial assurances from the Soviet that the claims accumulated by the Americans against the Moscow Government during the past sixteen years shall be settled. The nature of the differences has not been made public. Apparently, the differences do not constitute a serious impediment to ultimate recognition, but they make the negotiations considerably more involved than M. Litvinoff had expected. Perhaps they will force him to cancel his scheduled return to Russia, on Wednesday.
