ACTION AGAINST SOVIET.

SHANGHAI, April 10.

The Chinese Eastern Railway is again causing an international controversy. This time it is between the Soviet and Manchukuo. The controversy is daily becoming more acute. Harbin messages state that the State Manchukuo Government is preparing to take drastic action so as to prevent further removal of Manchukuo trains in Soviet territory.

Yesterday, the western section of the Eastern Railway was cut by the Manchukuo authorities at Manchukuo, thus preventing the removal of any rolling stock across the boundary. Similar action is expected to be taken also at Pogranitchrays. Manchukuo claims that over three thousand freight cars and engines already removed into . Soviet territory have not been returned, despite repeated demands, resulting in the issuance of a warning to the Soviet Railway authorities. It is reported that the Russian employees, are planning a general walkout.

The situation is reminiscent of the previous Russo-Chinese dispute, the difference now being that Japan supports the Manchukuo action.
