Lhasa, the Tibetan capital, regarding heavy fighting reported between Chinese and Tibetan forces on the borders of the Szechunprovince. ' 1 ‘ / The trouble is a perennial legacy from the failure of the Tripartite conference, between Britain, Tibet and China in 1914, to reach a final settlement of tho dispute between Tibet and China, regarding the claims of both to administer a portion of what, was formerly Tibetan territory.
