CABINET NEGOTIATIONS.

BERLIN, August 12. Chancellor Von Papen conferred with the Catholic Centre Party, leaders! who, it is believed, insisted on the formation of a Cabinet on a Parliamentary basis, w’ith the inclusion oi Nazis Party leaders as fully responsible partners. The Catholic Party is ready to join in a Coalition with the Nazis, provided that the latter pledge themselves x to observe the German Constitution and to respect the Parliamentary form of Government. A coalition of the Catholic Centre Party and Hitlerite Party could command a majority in the Reichstag. In the meantime, the Cabinet has issued' a statement to the effect that President Von Hindenburg adheres to the idea of a Government independent of party. Herr Hitler is to see the President to-day. President Von Hindenburg attended a commemoration of the Weimar Con'stitution, at which Herr Jayl outlined a programme, including the establishment of an Upper House or Senate, and the substitution of electoral constituencies for the present party list system, and also the raising of the voting age, which, at present, is 20 years. These reforms are designed to conduce to a closer relationship between the eßich and the State of Prussia.
