Discontent is rumbling in the Department of the Interior at Canberra. Recently the Secretary of the Department issued a circular urging officers to cut down their consumption of tobacco, in office hours. He suggested that they should restrict themselves to two smokes a day while on duty. Now the Assistant Secretary (Mr Percival), who is in charge of lands and survey activities, has banned morning and afternoon tea for all men employees in his branch. He has allowed women and girls, however, to retain the privilege. It is not an economy move, because officers buy their own tea. The assistant-secretary explained that he did not consider it cdnducive to efficiency to allow officials to have morning and afternoon cups of tea. The time wasted in preparing, distributing, and consuming the tea could not be justified. Men should be strong enough to resist the temptation to sip tea at every opportunity. With women it was different. They were constituted differently from men. He thought that the morning and afternoon reviver added to the efficiency of typists.

“Whether work is to proceed on the Lewis Pass Road is a matter purely for the Unemployment Board,” said Mr Forbes, when interviewed at Christchurch. “It lias to find the monev, and it has to consider if it will have ’ sufficient funds to carry the work through.” Asked where the Railway Board got its authority from to protest to the Unemployment Board against the resumption of the work, Mr Forbes, while not admitting that the Railway Board had had anything to do with the work being stopped, said that it occupied exactly the same position in this matter as any private individual. It could make representations to the Unemployment Board in the same manner as could anyone else who desired to place opinions before the board. Mr Forbes added that he had no knowledge of the Railway Board having intervened in the pro. ject. The question of rumours about intervention by the Railways Board was referred to the chairman of the Board (Mr H. H. Sterling). “You can take this definitely from me,” he said. “The work was not stopped at the request of the Railways Board, but the board may be reporting later on the proposal.”
