Litvinoff, replying to the German Ambassador, Herr Von Dirksen, who handed over to him the Nanhlng Government’s note, said that the Soviet Government has already received from Chang Hseuiang, the head of the Mukden Government, his acceptance of the conditions of the Soviet as the preliminary to the negotiations of a ■.ettlement of the Russo-Chinese conflict. M. Litvinoff stated that the Nanking, Government’s proposals can only prolong the matter, and therefore they are valueless. RAILWAY MANAGERS. i LONDON, November 30. • “The Times’s” Mukden correspondent reports: The Mukden and Moscow preliminaries have not reached a definite conclusion, owing to the Moscow Government’s insistence that Condition Two shall be fulfilled before the peace negotiations are opened. This conditipn is the restoration of tlie Russian manager and assistant manager of the Chinese Eastern Railway. It is understood that the Mukden authorities are pressing for the appointment of a new manager, and assistant manager, their aim being to eliminate “Red” propaganda, for which they blame the previous managers. The Mukden Government are awaiting the Nanking Government’s concurrence before replying to Moscow. . THE COMEDY ELEMENT. x (Recd. Dec. 2, 11.30 a.m.) SHANGHAI, December 1. There are indications that the Soviet forces ar© not taking the war seriously. Following the capture of Hailar, it now transpires that the town was taken by a women’s battalion. Similarly Soviet planes stunting over the Chinese lines were dropping cabbages and stones, instead of bombs. Serious bombing, however, on the eastern and western fronts demoralised the Chinese, who are ’withdrawing whenever esriously menaced.
