The “Times’s” Riga correspondent states: The Soviet announces the conclusion of a truce with the Manchurian Government, which has accepted the Soviet’s conditions. The negotiations for the.truce were begun on November 21 by the Mukden Government’s emissaries, who crossed the lines at Pogranichnaya. The “Daily New’s” Moscow correspondent says that the Soviet’s conditions were as follow: —A return to the status quo ante; the reinstatement of M. Yemshanoff and M. Eismont as Manager and Assistant Manager respectively of the Chinese Eastern Railway. The release of the arrested Soviet citizens. M. Litvinoff has cabled to Mukden, proposing a preliminary meeting at Habarovsk, to discuss the place and the date of a Peace Conference. CONFERENCE TO BE HELD (Recd. Nov. 29, 11.30 a.m.). SHANGHAI, November 28. The Foreign Office announces the receipt of a telegram from the Chinese Minister in Germany intimating the submission of the proposal to the Soviet for the formation of a joint commission, composed of equal Chinese and Russian delegates, with a neutral chairman to investigate the conditions on the Sino-Russian border, conditional on both Chinese and Russian armies agreeing to withdraw thirty miles from the border, pending a settlement of the dispute. The United States Government has formally asked for the views of the British, Japanese, Italian, and German Governments, with a view to determining what steps could be taken by Powers to avert more- serious Chinese-Soviet hostilities in Manchuria.
