SOVIET’S REPLY TO CHINA
OFFENSIVE PREPARATIONS

(Recd. Aug. 28, 10.30 a.m.) SHANGHAI, August 27. The Soviet’s reply to the Chinese Notes demanding an explanation of hostile action, was that the action was taken in self-defence, but that the Soviet was willing to restrict the activity of troops on condition that China disarmed all the White Russians in Chinese territory, and would prevent further incursions into Soviet territory. The Soviet would hold China responsible for any outbreak of war if China refused to consider Soviet demands. The Chinese Minister considers the Soviet reply unsatisfactory, and has sent a sterner Note. A Japanese report states that following the arrival of General Bluecher at Harbarovsk, the Soviet is preparing for a big offensive which is expected to commence early in September.
