SAFEGUARDING CANAL » ADEQUATE GUARANTEE (United Service.) (By Cable—Press Assn. —Copyright.) LONDON, August 2. The Committee of the Cabinet concluded the draft treaty between Britain and Egypt, which will be submitted to a full meeting of Cabinet shortly. A report from Cairo suggests the text may be published there at an early date. Mr MacDonald considers that the treaty will provide adequate safeguards for Empire interests, and he believes Australia and New Zealand will be satisfied it contains adequate guarantees regarding the Suez Canal. Apparently Mr MacDonald is surprised at Australia’s and New Zealand’s alarm regarding the Suez, as he makes it clear that England is no less dependent upon the absolute safety of this trade route, and accordingly Labour never for a moment intended to bring forward any legislation which would challenge any such safety.

The “Herald’s 11 political correspondent understands that Britain’s draft treaty or proposals for it,’ as official circles prefer to call them, still will be submitted to the Dominions next week. Mr MacDonald has already examined and approved of them. They will be forwarded to Egypt as soon as all the Cabinet members have examined them.
