RATE WAR STARTED. MONTREAL, August 24. With the departure on Thursday of the steamer Baron Inchcape for New Zealand ports, under charter of the New Zealand Shipping Company, and the Canadian Conqueror, of the Canadian National Steamships, new freight rates, representing a big reduction to shippers, are in force. There will be a general rate of five dollars a ton on first-class cargo. The New Zealand Shipping Coy’s charge was formerly as high as twenty-five dollars a ton, though the amount carried between the Dominions was relatively small. The change is virtually a rate war.
