“The Times's” Moscow correspondent states: Bukharin, opening the Young Communists’ international, some members of which are greyheaded. in the Grand Theatre, Moscow, said the Soviet was convinced they will soon be called on for active civil war in various countries.' Those without war experience must listen to the revolutionary seniors, who would teach them to blow up the capitalist world.
A detachment of cavalrymen with sacred banners, marched to the stage, headed by the divisional commander, who reported readiness for action. The Chairman read the oath, which tho delegates from Europe, Asia, Africa, America ynd Australia repeated, with raised lists, swearing to mobilise tho toiling youth in all countries, prepare soldiers to defend the Soviet and destroy the bourgeoisie, and thus accomplish world revolution. Young negroes and Chinese promised to organise vengeance against their oppressors. Rebecca Billing, a South ■ African delegate, pointed out. to the Congress, the danger of its South African programme, which demands, a black republic, as such would jeopardise the white toilers, because the natives were not. counterposed by a black borgeoisie.
