The original draft of the Kellogg proposal for a multi-lateral treaty outlawing war will be re-submitted to the Powers with only one change, and their adherence is invited on that basis, according to information in authoritative circles outside the State Department. to-day. The Department itself is silent on the subject, but it learned that the change is embodied in a clause inserted in the original preamble, specifying that, the signatories will be immediately released as against any Government becoming a. party to a compact that violates it. There are now indications in informed circles that France at least will object if more reservations are not. specifically set forth.
