OTTAWA, January 13. Sir John Aird, of the Canadian Bank of Commerce, and Mr Forke, Minister of Immigration, are negotiating for a Dominion wide conference of immigration officials and Provincial Premiers to secure greater flow of British settlers. LONDON, January 13. Official circles are impressed by Mr Kellogg’s new suggestion that if France is agreeable to amend the reply to outlaw all wars, instead of only those of aggression, then instead of signing the bilateral treaty prior to inviting others to do likewise, there should be an invitation to an All Powers conference, to discuss such treaty. Dowing Street opinion does not expect the least hesitation on the part of Britain to participate in the preliminary discussion. Those well informed predict that France will accept Mr Kellogg’s suggestion. BERLIN, January 13. 111-health is given as the primary reason for Herr Gessler’s resignation of the Defence portfolio, but there are persistent stories that it is due to Gessler’s resentment at the cutting down of the estimates : also the result of the hostile campaign on the grouhds of his tolerance of Monarchial elements within the Army. It is reported that President Hindenburg is bringing pressure on Gessler to remain till the Budget is through. BERLIN, January 13. Two representatives of the Rumpier aircraft works have gone to America, with a view to forming a company to carry out trans-Atlantic aeroplane service, by means of the Rumpier giant all-metal flying boats, which have a wing spread of 282 feet, and are equipped with ten eight hundred horse power motors capable of a speed of a hundred and sixty miles an hour. It is predicted that they will regularly cross every twenty-four hours, carrying a hundred and thirty passengers, and a crew of thirty-five. The estimated fare is £75, and the route via the Azores and Newfoundland.
