Kaiakhan (Ambassador), the Soviet Consul-General at Harbin says:—General Chang Huan Hsiang, Commandant of the railway zone, has established a reign of terror, towards the'Soviet citizens, obviously desiring to break up the Mukden negotiations., \ . Severity youths between, twelve and twenty years of age were arrested and detained ■" under 1 lawful , conditions, 'undergoing tortures which were resorted to in more severe forrh during- the last few dpys. . The insults and arrogance towards the Soviet continues. The Consul concluded: “Resolute measures are. necessary to counteract the Chinese, attitude.”
