FIGHTING RESUMED. (Australian and N.Z. Cable Association.) PEKIN, June 16. Fighting on a large scale u as been resumed between Wu Pei Fu and Chang Tso Lin. The truce arranged on June 8 appears to have been a ruse on the part of Chang Fso Lin to gain time to reorganise his army. Chang Tso Lin is now virtually surrounded, and is being driven towards Mukden. The plight of the wounded is terrible. Tlie capture of two Japanese spies is confirmed. They were surrendered to the Japanese Commandant at a treaty port. new governments. ■* MUKDEN, June 16. The Assemblies representing three Manchurian Provinces have proclaimed . a new form of (Government, providing that each Province will govern itself, , while recognising Manchuria as still part of China. . Changt Tso Lin is named as Commander of all the groups.
