Father Barry, the Administrator of the Roman Catholic Arch-Diocese of Melbourne a. rule nisi, calling upon the Melbourne City Council to show cause why its present by-law regarding street processions should not be quashed. The application arose out of the prosecution by the City Council of some of the participants in the recent St. Patrick’s Day procession
