A NEW POLICY. (Australian and N.Z. Cable Association.) MOSCOW’, June ,25. The Russian Government has drafted a Bill to remove the restrictions on the possession of money by private persons. All the money already seized will be returned.' unless it has been confiscated by judicial process. DELHI, June 25. The paper “Central Asian News” indicates that the Bolsheviki in Europe are abandoning the earlier policy of extreme harshness and repression. They are now encouraging all production and are endeavouring to establish settled govern- * merits in occupied Asiatic countries. This, it is stated, is a departure from stark Communism and to some extent, an admission of failure, and has made the Bolsheviki in Bokhara uneasy. The “Central Asian News” states that guerilla warfarers have occupied the hill country of Hissar, where the ex-Amir of Bokhara resisted them for some time. It is stated that considerable friction occurred between the Bolsheviki and the Republican Bokharians, and that the revolutionary Afghan party in Baku and Bokhara are embarrassing the Bolsheviki at Kabul. There is a widespread belief that a successful conclusion to the BritishKabul negotiations would be welcomed by everyone on the frontier, where the situation is stated to be improving, which is attributed to a growing rapprochement? The Waziristan hostile tribesmen apparently are war weary, and a satisfactory conclusion with Afghanistan probably would result in their rapid collapse. The Russians have completed the evacauation of Northern Persia. Two hundred Tartars, however, deserted to the Persian rebels at Ghitan. The rebels have inflicted a reverse on the’ Government troops.
