An ordinary meeting ,»i' Uie Cieymonfh Borough Council, held last night, was attended liv the Mayor. Crs .). \V. Greenslade, \V. 'Parfitt. H." F. Doogaii. 11. ('. Hailey, J. Goodall, and F. C.' Wade. CORRESPONDENCE. The National EHiciencv Board forwarded a circular regarding its objects, and a letter was also received fiom Mr .1. A. Fiostiok. 'thanking the Mayor for officer leudered in eonneelion with Wednesday's meeting of-the Board in Cireymouth. He also mentioned his thanks to other gentlemen for assistance given. The District Land Registrar reported on Section 1278, Block XII.. Grey Survey District. He stated he had decided to issue a title. Some time ago the Borough had under consideration the question as to whether the land was a street, the owners contending that it was not. The Borough was given the above notice in order that it may. if it thought necessary, lake steps to prevent a title being issued. —Received. The section referred to was the street going in to Cottle's road, explained the .Mayor. When people bought sections in the vicinity the section was shown as a road on the plans. The matter had been before the Council, who had judged the section* to he unformed roads. The Council was prepared to let the titles he issued without further action, and allow ol subdivision. He moved that the liomugh lake no action. Cr Wade said the streets had never been dedicated, and it was a matter between private owners.

The motion was seconded by Cr Poogan and carried.

Mi.ss K. Bignell, librarian, applied for leave of absence.--Received and leave

granted. Mary Tell applied for remission of rates on untenanted property.—Received. Cr Doogan moved that the Clerk verify the facts, and. if a s stated, the statutory remission be made, —Seconded by Cr Harlev and carried.

Mr T Pollard asked permission to hold his 33rd patriotic benefit entertainment on Good Friday, April 6th.—-Received. The Mayor moved that permission be granted.—Seconded bv Cr Greenskide and

carried. The Town Clerk intimated that he had recived a petition with about 400 signatures requesting that a poll be taken at the forthcoming municipal elections on the half-holiday quest ion.—Received.

The Mayor moved that the Clerk peruse the petition, and. if it (ills the requirements of the Act, the request be granted. —Carried,

The Mayor moved in regard to the imposition of 10 per cent, on all unpaid rates after 1 p.m. on March 31st, his Worship emphasising the point that after the date mentioned the extra charge canNot be remitted.

The Engineer reported on the estimated quantities of hay in stacks at Mr Joseph McLean's paddocks in Shakespeare Street, and if was decider! to leave the matter in the hands of the Mayor, Cr Greenslade, and the Town Clerk, with power to act.

FINANCE COMMITTEE, Cv ,T. Greenslade reported on behalf of the Finance Committee as follows: "The following matters were dealt with by the Committee and are now placed before you for confirmation : "That accounts amounting to £376 0s 8d be passed for payment, all being payable from District Fund Account. Accounts amounting to £2891 4s Id, which were paid since hist ordinary finance meeting were examined, £2889 8s Id hav-

ing been paid From District Fund Account and IM 10.- from Town Impioveineiils Loan -Account. "'llia; tiit- question of arranging for the weighing of i.iiy purchased for the abattoir be referred to t,he C.eneial Coininit.tee. "That the salary of two librarians be increased by 5s per week. "'The Dorough Engineer having reported on the pithing pen at the abattoir, it j.s recommended that nothing be done lo the pen, and that the report of the Engineer be adopted. "That, the Engineer be instructed to report as to overtime worked by Mr C. McQueen, the pumping works engineer, such report to be furnished to the Finance Committee at its next meeting. "That the Council give its support to the resolution passed by the Mackenzie County Council relating to the. imposition of a tax on motor tyres for the purpose of raising funds for the upkeep of roads under tlie contiol of local bodies. "That Mr Heaphy be relieved, at his request, of his duties on the 10th inst., and that a testimonial bearing on his services to the Council be handed to him. "That the Town Clerk be empowered to engage extra assistance lor the office to tide over the extra pressure of business that is expected during the month of March. "Regarding the acceptance of a tender for purchase ami removal of ol'lal from the abattoir, the Chairman of the Ceneral Comm.ttee reported as follows: Mr lirului agrees to let the present tender .stand on Uie following terms: That he has tin; right to purchase and remove offal from toe abattoir tor a period of five years, unless within that time a freezing or other company or works is started in or about Gieymoiitli to take over the municipal abattoir or otherwise deal with entile, etc., now dealt witli at the abattoir, whereby the offal will be dealt with bv

such company or works. In the event of such company or works being started as aforesaid, the Borough Council can terminate Mr Rruhn's contract at any time after two years by giving him ' three mouths' notice in writing. "That the Town Clerk open applications for the position, of head slaughterman (which were to bund at the meeting held on February Ist, but not opened) for the purpose of returning them.

"That permission be granted the now Political Labor Party to use the road near the Band Rotunda for the purpose of enrolling electors. "That the Town Clerk write to the Audit Department pointing out the unfairness of imposing the 10 per cent, penalty on overdue rates in east> where the Council, on the date of the imposition of the penalty, is indebted to a ratepayer to a greater extent than the ratepayer is indebted to the Council; also statino- that in future the Council will take steps to guard against the matter, This is a question arising out of request by the Audit Department for the collection'of Uie. penalty on rates collected after the imposi-' tioti, -last, year, of the 10 per cent, penalty on overdue rates.

"That the Council grant the Engineering Department of the Technical School a subsidy of £lO, provided other local bodies in the district do likewise, "The receipts for February, 191?, were £ISOB 13s 4d, and the expenditure £2529 3s 5d." The report was adopted.

GENERAL COMMITTEE'S REPORT. Or Doorran, on behalf of the above Committee, recommended a k s follows : "That .Mrs Sullivan be given a renewal for fourteen years as from January Ist, 1916, at present rental, such lease to contain provisions that: Lessee not to transfer or sublet without consent of lessor in writing; lessee not to sublet so as to create or dedicate any street, lane or right-of-way over all or any part of pro-

mises leased without express consent of lessor in writing; prior lo the expiration of lease ;i valuation shall be math; of the annual value without regarding value of buildings ii- improvements, and also a valuation' of the buildings and. improvements; Fees to lie paid to the valuers and umpire (if any) shall lie paid by the in. c( ng lessee: new lease for 21 years he put up to auction at annual value .so fixed. and in the event of any person other than the leasee, her executors., administrators, or assigns, becoming entitled to such new lease, the incoming lessee shall pay the value of btiildincs and improvements so ascertained: nothing in the said lease contained or implied shall entitle the lessee upi/ii the expiration or determination of the lease to any compensation t\.r buildings Hi' from Ihe lessor, it-.s successors or assigns."
