Lloyd George's three, because t embodied latently a co-operative sys em caring for the child from birth to :he end of its school life. He anticipated the creation of a Minister for Health. Hon. D. Lloyd George, who followed, satirically interpreting the combined Conservative and Labour protest against reducing the Budget as an enjouraging feature, said that had the .axes been a penny in the £ more to promote social reform the majority of 58 would have been doubled.
