THE MEXICAN CRISIS.

AMERICAN ATTITUDE STATEMENT BY THE PRESIDENT. [PER PRESS ASSOCIATION—COPYRIGHT.] NEW YORK, March, 22. In an announcement in reference to the mobilisation of American troops in connection with the Mexican insurrection, President Taft declares that the United States has never had any intention to intervene forcibly in Mexico unless the conditions were of the gravest character. The troops had been mobilised merely for the purpose of securing the United States neutrality, and at the same time enjoying a valuable training. The war rumours were absurd. The troops would remain on the border till July. Mexico had never protested against their presence.
