SELECTING A MINISTRY. [FEB PBESS ASSOCIATION—COPTBIOnT.] Received (his clay at 9.30 a.m. MELBOURNE, Tins Day. }lr Andrew Fisher (who has been summoned by the Governor-General to form a Labor Ministry) armed to-day from Brisbane and was warmly welcomed by a largo gathering at the .-.ration. Mr Fisher subsequently waited on Lord Dudley and accepted a commission to form a Ministry. The caucus meets to-day, when Ihe .Ministers will be chosen by ballot. Mr Fisher expects to be able to announce the names of his colleagues before the end of the week. Speaking at the Eight Hour Luncheon, Mr Fisher declared that the Labor party would not be vindicative to the peri'l of any party or interest and would cultivate the friendship of State Parliaments within their proper sphere. It was gratifying to find that the naval policy of the Labor Parry has boon unreservedly accepted. Mr Fisher declined to discuss Colonel Kirkpatrick's appointment as Inspec-tor-General df the Commonwealth forces. He considers that the question ought not to be made a jwliticrf one.
