Although Lord Kitchener's formal report, will not be sent to the War Office and the Commonwealth Government until this New Zealand visit is concluded, Ministers arc becoming verbally acquainted with some of the visitor's more important conclusions. 'The opinion is gaining ground that Lord Kitchener will recommend a modification in the Military Board system of administration and a roversal to a genera! officer, commanding the system on the purely war side of administration. Also he is likely to recommend the expenditure of an enormous sum for strengthening the whole of the defences of .Northern Australia, id Kitchener sails for Tasmania to-morrow.
