The Russian National Douma’s draft Adress-in-Reply to the Czar’s speech, demanding reforms, evoked from the Assembly a general manifestation of ■approval. Some members went further and violently demanded the punishment of tho bureaucrats. Zhdonoff, a police officer, was killed in the streets of Tamboff in revenge for his brutal treatment of Marie Spiridovnia. The assassin has been arrested. The Douma only allows five minutes for speeches. The draft Address-in-Rcply was read a first time.
