Kirker, manager of the South British, said that the object of the insurance companies in increasing the rates was to arouse public feeling, and to stir up the municipalities to a sense of their responsibility. When this had been effectually done, and when towns had been provided with a first-class water supply, thoroughly up-to-date fire equipments and appliances, the insurance rates would be reduced.
