THE BRITISH BUDGET.

The Budget provides a duty of 4s 2d on refined sugar polarising above 08 degrees, while raw sugar polarising below 08 degrees gradually diminishes with oaclx diminishing degree of polarisation by a percentage of duty until it readies the minimum of 2s at 70 degrees. The Budget caused astonishment and admiration in Germany at the action of the House of Commons in accepting fresh burdens, and it is taken as a proof of the greatness of Britain’s scli-sacrificc.

The bulk of the German exports of sugar goes to England. Some German newspapers say that it remains to be seen whether Sir M HicksBeach will succeed in throwing a portion of the cost of the South African campaign on to the Continent.

The committee by 186 to 116 authorised the loan of GO millions by 2:| per cent consols, or a further issue ox war loan stock or treasury bills or exchequer bonds.

The Times says that Sir M Hicks-Beach was previously assured that the cir,y would support the issue and that the prevailing conditions arc believed to bo eminently favorable for the loan, which will bo placed on tlxe market early next week.
