Two responsible officers were reported to be implicated and the Question of criminal proceedings was now under consideration. Until this was settled, Mr Forbes was not prepared to give any further information. Mr Stewart had added that no blame whatever was attributed personally to the High Commissioner, Sir Thomas Wilford.
