The report on the mutiny at Dartmoor states that the prison is unsuitable for prisoners and dangerous in comparison with the modern type. There had. been real danger of the inmates escaping i,n concert with associates outside. The prisoners had no Kubtsantial grievance against the ‘administration of the Governor, Mr. Roberts, who., though zealous and conscientious, had been insufficiently strong in ciiarector otherwise ho might have been able to quell the growing disorder by ,lie force of liis personality. The prisoners had made skeleton keys and possessed other articles invaluable on making escape. Suspicion existed that one or more of the staff were guilty of effonoes contributing to (he disorder. Seven prisoners were, shot and 23 wounded with batons. Two were hurt by fellow prisoners and nine suffered minor injuries. Four officer’s were, incapacitated and 20 less seriously hurt remained on duty. Two days after the Dartmoor mutiny a now Governor was appointed.
