OP more than passing interest is the report just published that Col. Stephen Allen C..M.G., D. 5.0., ex.Mavor of Moriinsville and a very popular leader of the An/.as (a major of the Sixth Hamakis), desires to be relieved of the office responsibilities as Administrator of Samoa, n position he took up in 1928 in succession to General Richardson. The reason given is tl>? continued il•health of his wife, and as Airs Allen has boon in the midst of, turmoil and trofuble throughout the period of lier husband's occupancy of Government House in Apia the resignation i, s nol to he wondered at. Allen has not had sufficient opportunity of solving the Samoan trouble—for time and patience iu u essential solvents we think the resignation oilers a great chance for a drastic change in the administration of the group of islands the mandate ovor which came- to us tUmug'n the conquest otf the Gormans in Samoa by a. force of New Zealander# early in the Great War. Under the mandate two military men have been sent from New Zealand as Administrators. Why not try government a'ong business lines by a qualified gentleman with commercial experience? Tlie military man is necessarily militant, and not hcneficient. The Samoans are very like dlw'dren who have not grown old. They need guidance rather than dominance and the right kind of commercial man would solve the Samoan problem and bring peace to the group.
