CUFF AND COLLAR MEN
RUSSIAN RAILWAYS CLEAN UP (Ansi:, and N.Z. Cable). Riga,, May 26. Following the execution of three railway experts last week, 29 shareholders in Russian Railways have been arrested. They have been described us “Cuff and Collar” men. They are charged with dismantling locomotives and selling them as scrap iron. Furthermore, it is stated that as members of the board of administration they drafted a plan to introduce big locomotives which would necessitate 'the rebuilding of all bridges. It has boon doe irk 'd to shoot five of the accused and imprison the rest.
