London, December 29. r l'he Daily Telegraph in a" editorial article, says: An issue ol’great importance has been raised in New South. Wales in which all parts ol the Empire must feel concerned. It is ready wiiethcr a Goverment with a •small, and possibly, fleeting, majority, may neutralise the second chamber and make if impossible for it to carry out the function of revision for which it was created. Any Cabinet contemplating such a step.ought to make it clear beyond all dispute, by reference to the constituencies, that it seeks a. definite mandate lor its action, otherwise the process ol government will soon lie thrown into chaos. There is no such evidence .in this ease, and we may tic pardoned for Imping that the Labour Government will not after all go to extremes. Constitutions are delicate tilings, and should be modified gradually, if at all. It is in the interests of all parties to maintain theexistiugpoitieal institutions, and make them work smoothly, It concerns the whole Empire that in every part of the Empire the spirit rather than file letter ol the constitution should be observed.
