Tho Soviet Embassy has handed a memorandum to the Foreign Office, complaining that a number of sons of Soviet parents at Harbin have been enlisted lor General Xetchayeff’s force serving with the Chinese army, under false representations. The Note points out that the existence on Chinese territory of an armed detachment of avowedly hostile ‘white’ bandits is in direct violation of the China-Soviet agreement, and warns Ihe Chinese Government of its grave responsibility in supporting Tie?] a movement.
