The arbitration system had failed. He advocated that a public inquiry should precede a round-table conference, and the public should be represented. He attacked tho embargoes placed on exports by tho Government in past years those cm hides, potatoes, and butter were paid for by the fanners. A Country Party in the House of Representatives would hare insisted on dn cussing these proposals. The soldier settlement shceme had been bungled. Tho Country Party had advocated settlement scheme had been bungled, try in blocks sufficient for 20 men. This would have entailed less expenditure than settlement on high-priced land. ' All successful candidates of the new party would not support any particular party on a question affecting the farmers. They would support the farmers' interest, but in other poliical matters would support any party they thought fit.
