The miners will take' a ballot on Tuesday. The scheme is n compromise; the miners will receive 2s from the date of resumption, but the Government maintain the (principle that the in- j crease in wages must be supported by increased production. Advances will fee given on production at the following rates : 238,000,000 tons, Is;; 242,----000,000, Is 6d;. 246,000,000, 2s; 250,000,000, 2s 6d; and 254,000,000, 3s. It is estimated that these productions will cover the cost of the actual -wages. Instead of .being ibased on output, as the datum scheme, it follows the plan familiar to miners, that of a sliding scale based on profits. As there are no profits on home consumption, the profits will be calculated on tlte amunt available for ' export, that is the amount in excess of 219,000,000't0ns a year. A good feature of the scheme is the sliding scale, which applies to coal owners' extra profits, as well as to miners' wages. EMERGENCY BILL PASSED. '' ■ London, October 29.
