MESOPOTAMIAN SCHEME.' Allahabad, October 14. Major-General Sir Percy Cox, the new High Commissioner for Mesopotamia, replying to an address of welcome at Bagdad, said that the British Government had sent him to organise an independent Arab Government under the guidance of the British Government. "Nothing can be done while disturbances continue. I a mready: the rest lies with you," he said.
