LEAGUE OF NATIONS.

AMERICA'S PROPOSALS'. POLICEMEN OF THE SEAS. (By Electric Telegraph.—Copyright.) (.Per Press Association.) New York, November 30. The New York Times Washington correspondent says: America's Peace Conference proposals for a League of Nations contemplate an international naval force, to police the seas, and such fleet may bo used to blockade ports of countries which refuse to obey the League's decrees.

The American Government will advocate an international tribunal to adjust disputes and enforce decisions by the international police fleet.

It is intended to advocate that German naval vessels be handed over to the League of Nations, whose force will be augmented by warships furnished by other nations within the League.

Some of the European statesmen are in opposition to admitting Germany to the League of Nations until she serves a period of penance.
