Tho Royal Commission at Howth found that military intervention at the time of the seizure of arms from the Nationalists in Ireland was unwarranted. Superintendent Harrell, Assistant Police Commissioner, was responsible for oalTing out tho military. Sir James Dougherty is held blameless. In respect to General Cuthbort, the Commission finds that ho should havo considered' whether his seizure of. the arms was marked by proper authority. His compliance with Harrell's cal lwas wrong. MERCHANTS' CODE CABLES. The Hon. R. McKonna promised a deputation of business men that ho will consult the military authorities respecting the advisability of permitting the rointroduction of codo cables.
