The Reichstag adopted Herr Leciebour's resolution in favour of making the Imperial Chancellor responsible to the Reichstag, such responsibility to extend to all the Kaiser's xiolitk-al acts and omissions. The resolution declares further that the Chancellor's responsibility should bo regulated by a State tribunal. The majority was small, aud included the entire Left Party, the Poles, aud a- portion of the Centre Party.
