LORD ROSEBERY'S PROPOSALS

Lord liosebery has given notice of rue tollowing resolutions: First, that a strong, efficient second Chamber as ■an integral part of the Constitution is necessary for the well-being of the Mate and the balance of Parliament; second, that such Chamber can b*_.t oe obtained by the reform and reconstruction of the House of Lords; third, that a necessary preliminary to such reconstruction is the acceptance of the principle that the possession of a Peerage no longer of itself gives the right to sit and vote in the blouse of Lords. In the House of Commons, 1 _ph.noto Mr Hagleston, Mr Lloyd George stated that Ireland's share of the iww taxation under the Budget was £..438,000, while her benefit from old ago pensions was £2.460,000. (Received Alarch 11, 9.15 a.m.) .. tt -.„• London > March 10. Mr T. H. Ilhngworth, who was recently appointed, a Junior Lord of the Treasury, has been re-elected for Shipley unopposed. Unionist Peers are considering a proposal whereby, when the veto resolutions reach them, the House of Lords should suggest that they be referred to a joint committee of'both Houses, together with Lord Rosebery s resolutions. Civil Service estimates are £66,----068, 102, compared ivith the actual grants last session of £62,888,302. They include £14,064,677 for education, £9.220,000 for old age pensions. £400,000" for tho development fund, and £40,000 for the visit of the Prince and Princess of Wales to South Atrica.
