In connection with the recent cyclone, the captain of tho mail steamer Sloklavia offered assistance to the Cocos Islanders, but a reply was received that stores were abundant and no assistance was required. (received Dec. 2, 10.40 a.m.) FEDERAL POLITICS. Melbourne, Dec. 2. The Senate passed the Finance Bill by 19 to 16. hi the debate on the second reading oi r the Loan Bill in the Federal House, Mr Andrew Fisher, Leader of the Labour Party, protested against borrowing for defence pu poses. He asked tho Government to 'withdraw the measure till tho electors hard been consulted. Premier Deakin said that the nations of Europe were making 'frantic efforts to increase their naval power. Australia needed a fleet unit without delay.
