The following penalties shall be carried by the winner of any race after declaration of weights; Of the value of 50 soys, 61b; of any race or races of the collective value of 100 soys, 81bs; 150 sots, 101 b; 300 sots and over 141 b, provided that any horse handicapped at Bst 101 b and over will only carry half these penalties. This rule doe's not apply to Hurdle and Welter races. HURDLE AND WELTER RACES.
