Owing to a Bill embodying Mr Justice Clements' decision (cabled yesterday) being rushed through tho Dominion Parliament, Canada will admit only immigrants direct from the land of their birth. Immigration to Canada in January and February from the United States increased by 61 per cent., but decreased by 36 per cent., through ocean ports. ROOSEVELT'S MESSAGE. New York, March 25. President Roosevelt's message to Congress, besides the points previously cabled, recommended tho enactment of child labour law and legislation I'or the regulation and use of injunctions in labour disputes. It urged the institution of State savings banks, the immediate placing of wool pulp on the free list, and a corresponding reduction in duty on paper made from such material, when imported from any country imposing no export duty thereon. REFORMS FOR MACEDONIA. London, March 25. Many Liberal, Conservative, and Independent Labour Commoners are signing a statement strongly supporting Sir Edward Grey's Macedonian proposals, which include an extended judicial reform scheme, the rendering of the gendarmerie an effective force, and the appointment of a Governor-General (either Christian or Mahoniedan). ROYAL FESTIVITIES AT VENICE. Venice, March 25. After an enthusiastic reception at Venice, the Kaiser and Kaiserin and tho King of Italy partook of luncheon.
