IMPORTANT REFUGEES WANTED. (Received March 18, 9.13 a.m.) London, March 17. President Alexis, with a view tft avoiding complications, authorises the refugees at the Consulates to leave ; Hnyti. Ho claims that he possesses proof that General Firniin conspired to assassinate the President and Ministers. Since the outbreak, twenty-seven conspirators, who are all blacks, were found in possession of firearms, and were executed, without trial. The refugees include General Madreau, Commander of Port au Prince, and the Chief Justice of Hayti. The Consul of France refused to surrender the refugees.
