[t is almost two mouths since the present session of Parliament opened, and many of the principal measures it is proposed to pass have not yet been circulated. We are aware that, compared with many sessions, a large amount of work has been goi.e through, but none of it comes within the category of important business, nor could it fairly be classed as part of the policy of the Government. Besides, comparisons with previous sessions are beside the question, for we had every hope that the Government would ha\e discarded old methods and ignored precedents, so that the work ! of the session would be conducted in a j business-like way. Now, it is well known that four months is pretty well the length of the Parliamentary ( tether, and that after the end of October there is little hope of getting i any important work done. Yet there j ar4 only two months - left to deal with such matters as the land queo- j tions, the tariff, Civil Service classifi- ( cation and superannuation, and numerous other matters of only lesser importance relatively to those enumerated. We know that in the past such j a policy of procrastination was consi- I dered a masterly exhibition of states- ' manship, and that it was recognised . that the "brute force" system was the I best method of ramming down ihe ; throats of unwilling politicians laws which would at ordinary times be regarded as repugnant to the tenets >.i . the majority of members. But surely I such a system has exhausted its usefulness and saner methods are going , to prevail ; yet it will be impossible to •■ do what is necessary under new condi- j tions unless the lassez faire policy so ! much in evidence of late is abandoned for something more like the real thing.
