INTERNATIONAL POSTAGE.

Mr Sydney Buxton announced that he was submitting to the colonies a proposal that when the Postal Union Convention becomes operative, the ounce unit in international postage shall apply to Imperial Penny postage. He estimates that alterations to the postage, agreed to at the late Postal Convention at Rome, would cost Britain £190,000 per annum.
