It is reported tbat a mobilisation of tbe whole 450,000 of tbe Cossacks is intended. The mutineers in Sevastopol bave demanded a constituent assembly in fulfilment of the Czar's manifesto. The delivery of letters in St Pet ersburg has been stopped. The male telegraphists expelled tbe female telegraphists by means of chemical fumes.
