HAGUE CONFERENCE.
Telegraph Press Association Cop?rl«ht London, September 19. Reuter's St. Petersburg correspondent reports that Russia proposes to invite the Powers to a second Hague Conference. President Roosevelt is sympathetic and is of opinion that the initiative should emanate from the originator of the Hague Convention.
