Japan Makes Fresh Concessions.
Russian Press Attack President Roosevelt. Received August 80, 8.42 a.m. Washington, August 29. Sato, a member of Baron Komura's suite, announces that Japan will make fresh concessions. It is understood the concessions refer to the indemnity. An adjournment is expected for their consideration. St. Petersburg, August 29. The Russian newspapers attack President Roosevelt for partiality. The Svet says his conditions were only acceptable if a fleet is threatening St. Petersburg and an army is occupying Moscow. Russia will not bear the yoke to fulfil President Roosevelt's desire to guarantee J apan's AmWrican creditors and to cover himself with glory as a peacemaker. London, August 29. Times asks why a plenipoternary makes such disclosures of M. Ue Witte's attitude, and suggests that M. de Witte never intended or desired the Conference to lead to a settlement. The Paris correspondent of the Times declares that last spring a first rate authority on Russian affairs expressed to him an opinion that Russia will never consent to an indemnity because when once paid she could never recover it, whereaE other concessions might be evaded. The Times' New York informant added that be had heard, unofficially that tbe Anglo Japanese Alliance wae not yet signed, after all.
