As our readers have already been informed by cable-gram the new treaty provides for the abro gation of the Bulwer-Clayton treaty The United States will now have th( sole right to construct the Canal which shall be neutral in time oi peace to the ships of all the world and open to them on equal terms No discrimination i hall be made in favor of American vessels. Th< United States alone guarantees neutrality, but has secured the nghl to take such measures for its owr protection as the Government of th( day may deem the best. The Presi dent, Mr RoQsevelt, approved of the treaty because England has sur rendered all the disputed points without compensation. Although the Canal is neutral, that neutrality wil exist only in time of peace, for it 1 time of war, or when the interests o! thecountryare threatened, the Unitec States can close the Canal to the entire world, or discriminate againsl certain nations, or even fortify the Canal if such a course is considered advisable, despite the silence of th< treaty touching fortifications. Practically the new treaty makes the Canal an American waterway which tbe United States is empowered to close at its own sweet will. When the Nicaragua Canal is finished it will be 170 miles long, 121 miles will traverse twe rivers and a lake, and 22 miles will be in artificial basins. This leaves 27 miles of actual excavation to make the connection between the Atlantic and the Pacific Oceans. Tbe cost oi making the Canal will be about 25 million pounds, and that capital is now ready.
