Kiwitea County Council.

The ordinary monthly meeting of the Kiwitea County Council was held on ' Saturday last. Present— Crs W. F. j Jacob (chairman), J. J. Williamson, F. i ] Pembertou, W. Corry, A. H. Atkinson, i Brewster and W. Jones. Correspondence was received and ; dealt) witb as follows : — '. From H. Whishaw and seven others, | requesting that a few chains of Edward's street be metalled in the worst places. — Held over until next meeting. From H. L. PetDbertoa, applying for lease of reserve section 5 block IV.— Reserve not vested in Council. From Pohangina County clerk re Apiti bridge loan account. From F. A. McFadden, applying for lease of reserves at the terminus of Junction road, Fowlers.— Reserve not vested in Council. From J. Kearns, attachment order against money due to M. Doherty, amounting to £6 15s. From XI. Martin, Rangiwahia, asking the Council to pat a culvert in road leading to bis property, as the place was impassable in wiuter. From N. Barnes, stating he had disposed of his interest in section 46, block VII, Ongo, to L. and O. Eoberstein. From Department of Agriculture, stating tbat Mr Kirk would take the first opportunity of examining and advising as to root fungus in the district ; also, re analysis of poil, tbat it would be attended to as soon as accumulated work was reduced. From clerk Rangitikei County Conncil, forwarding detailed statement of accounts in connection with Onepuhi bridge to Nov. 25, this Council's share being £56 14s 9d, and showing a further sum of £900 was required to complete the works. From J. McNeil, stating that Mr Atkinson had informed him that the Council did not intend to form the road from Mr Robinson's to his section, and asking the Council to grant him £12 to clear timber off the road and make the track in the bad places. From Commissioner of Crown Lands, stating that the interests of tbe undermentioned selectors had been cancelled by tbe Land Board : — G. H. Robinson, section 10, Biock IV, Umutoi ; F. Duck worth, section 8, Block IV, Umutoi ; J. Kreager. section 6, Bewa. From W. Morton, stating that he was willing to retain the control of the Bir mingham cemetery, provided he was legally appointed ; also, enclosing statement of receipts and expenditure in connection with the cemetery. From Cr Tompkins, apologising for non-attendance. From J. Oliphant, applying to have bis name placed on the rate roll for section 20, Block IX, Apiti ; and from A. Cruden agreeing to alteration. — Alteration agreed to. From W. Allen, applying to the Council for assistance to pay his way on bis contract on Mangapipi road — Not entertained. Frdm Lands and Survey Department, stating tbe Chief Surveyor would carry out tbo works on Eimbolton road at Rangiwahia for which £500 was voted. Also, voucher for £350 15s 5d hypothe- " thirds " and " fourths " to Nov. 30. From A. Morgan, applying for payment of £'3 for bnshfelling on road line. — Riding not in funds. From Treasury, voucher for payment of £400, being tbe second advance on £1534 loan, Pakihikura, Mangapapa, and Mangatiekft roads ; also, voucher for £400 on account of Vinegar Hill road bridge loan. From A. E. and F. Whitehead and T. Agang, re deviation of Pakihikura road, agreeing to same. From W. H. Belfit, attachment order for £tt 13s 6d against monies due to W. Allen. From F. F. Hockley, Sandon Block, complaining that many contractors under the Council were not compelled to com" menee their contracts within the specified time, and thus the settlers were at a loss. A petition was presented by Cr Pemberton and signed by thirty-three ratepayers in his riding, requesting the Council to repair Eimbolton road from Stents' to meet the work now being done by the Government. Cr Pemberton understood from Captain Turner, who was in chargn of the co-operative works, that the £500 grant would be spent, as requested by a meeting of settlers, in metalling the Eimbolton road, from the Pukerimn road to Whare road, but there was a possibility that the money would not do as far as the latter Mr W. S. Barber waited on the Council to ask if he, as dog tax collector, bad power to destroy unregistered does. — He was informed that the Act included a provision to that effect, and the chairman suggested that he should serve a notice on fcb.6 owner of the unregistered dogs complained of. Mr Oliphant waited on the Conncil to ask if they would spend his thirds, those in hand amounting to £37 10s, in making a light bridge across the stream on Junction road. The estimated cost of a bridge was £80, but he thought they might call for tenders for a lighter one and see what it would cost. — He was informed the permission of the Land Board would have to be first obtained, and application would be made for such permission ; the Engineer, in the meantime, to report on the probable cost of a light and cheap bridge. Mr Stretton waited on the Council with reference to a road to bis section. Tbe formation required was 25 chains, and he offered to subscribe £5 towards tbe cost of alO foot track. There were £9 of thirds available for this work, which would not cost more than £20. The Engineer reported that the amount of gravel required on the various roads was as follows : Eimbolton road, Makino riding, 150 yards ; Eimbolton road, Oroua riding, 50 yards ; Eimbolton road, Eimbolton riding, was in a bad state of repair and required a large quantity of gravel, and he recommended that the lower mile should be repaired with the gravel from the Eiwitea stream, the remainder with the best screened gravel available ; it would take not less than ] 500 yards. He thought it would be well to prospect the country for gravel which would not require to be carted more than a mile. Ongo riding: The Waituna Valley road required about 600 yards of gravel and the northern line 100 yards. Waituna riding : All the roads were in fair order, except Sinclair's line, which required 300 yards of gravel. In accordance with instructions received, he bad prepared estimates for the Otara bridge. To erect a bridge of four 80-feet spans, witb two sets of cylinders, one concrete pier and two wooden piers, the superstructure of totara, it would cost about £3900 ; if ironbark in place of totara, £4250 ; with ironbark npper chord and lower chord of iron, £4500. Tbe piers to be the same for each class of bridge. Resolved, That tenders be called for ' cutting grass seed on the roads in each riding. Tenders to be sent to the residence of councillor for each riding on December 28, accompanied by the amount of tbe tender. Proposed by Cr Williamson, seconded by Cr Corry, That the Engineer call tenders for bridle track on the Mangatutu road. — Carried. * Proposed by Cr Pemberton, seconded by Cr Brewster, Tbat Mr Martin be granted timber for a culvert, provided he puts it in to the satisfaction of the Engineer.— Carried. Resolved, That tenders be called lor tbe collection of the Dog Tax within the Eiwitea County ; tenderi to be in by next meetiog of the Cgijooii ; Ux to be 2a 6d

for each s beep and cattle dog and 10a each for any other dog. Resolved, That the councillors for the Makino, Oroua, and Apiti ridings, together with Mr W. Morton, be a committee to manage the Birmingham cemetery. Mr Morton to be chairman of the committee. Resolved, That tenders be called for 160 chains metalling on the reserve and Rangitikei road east. Tenders to be in by next meeting of Council. Resolved, That tenders be called for 55 chains formation and about 24 chains metalling on Vinegar Hill bridge road. Resolved. That tenders be called forming and bridging Mangapapa road and Pakihikura road to extent of £400. A motion by Cr Atkinson that £37 lla 6d be spent in metalling on Pakihikura road was lost. Resolved, That tbo Engineer be instructed to expend £12 on Tapuae road to give Mr Neil access to his section. Cr Pemberton moved, and Or Brewster seconded that the clerk draw up an account, showing where the money has been expended in the old Apiti riding since the loan was raised lor Kimboltop road ; aleo account showing amount of rates and other monies received from the Hangiwahia portion of the riding since the first rates were paid ; the amounts to be in by the next meeting.— Negatived. Proposed by Cr Brewster, seconded by Cr Atkinson, That the Engineer prepare plans and specifications for a totara bridge on cylinders and concrete piers at Otara and submit them to the Government Engineer. That the Rangitikei Comity Council be asked to assent to the alteration. — Carried. Proposed by Cr Pemberton, seconded by Cr Brewster, That the Engineer call tenders for draining, forming and metalling from Mr Stem's to the Whare road. An amendment was moved by Gr Jacob and seconded by Cr 'Williamson That the words be added " Provided the chairman receives satisfactory assurance from the Government that the remainder of the road to Rangiwahia will be pat in older this summer." The amendment was carried and the motion was agreed to as amended. Resolved, That the Engineer prospect for gravel and that tenders be called for 800 yards gravel where most required on main road, Eimbolton riding ; tenders to be in by next meeting. Resolved that Mr Stretton be informed that if he will subsidise the cost to the extent . of £5, the Council will form s> nine-foot track to his section, cost of same not to exceed £'20. Proposed by Cr Atkinson, seconded by Cr Brewster, That the Pakihikura road be closed from the points of the proposed deviation and that Mr Thomas Agang be paid the stun of £20 as compensation for loss of frontage as soon as the road is closed. — Carried. Resolved. That tenders be called for 300 yards metal on Sinclairs'a line ; 50 yards Wilson's line ; 25 yards, Williamson's road west ; alternative tenders for river metal or from the pits ; tenders to be in for next meeting ; also 100 yards Kimbolton road, Makino riding. The following tenders were received : —For forming and ditching 10} chains Whare road— M. Doherty, £8 15s (accepted) ; J. McCoII, £24 15s ; £. T. Strawbridge, £21 10s. Forming 16£ chains and erecting rough bridge on Mangoira road Jas. Hodge £33 10s (accepted) ; M. Doherty, £35 ; J. MeColl, £47 10; E. T. Strawbridge, £61, Metalling about 90 chains KiwiteaTapuae road— F. L. Behrent, £1 14s 6d per chain (accepted) ; J. McColl, £2 2s pgr chain; Jos. Shapleski £247 10s; Jacob Shapleski and Gerke, £2 15s per chain. Metalling 55 chains Northern line— O. Mclllroy, £1 19s 9d per chain (accepted), J. McColl £2 2a ; Jos. Shapleski, £164 17s; Jacob Shapleski and Gerke £156 ss ; F. L. Behrent, £1 16s. Cr Pemberton drew the attention of the Council to a blind man at Ruahine who was unable to work and deserving of charitable aid. He (Cr Pemberton) was advised to have him sent to the Palmerston Hospital for treatment* The Conncil then adjoarned.
